With reference to Sir Andrew Caldecott's secret despatch dated the 19th February, 1937, on the subject of the development of the port of Whampoa, I have the honour to forward herewith a copy of a Minute of an Interview at Government House on the 26th March, 1937, at which Sir Andrew Caldecott and His Britannic Majesty's Ambassador to China discussed this matter with Colonel Li Fong, Secretary to the Mayor of Canton. A copy of this minute was forwarded to the Foreign Office by His Britannic Majesty's Ambassador

I am informed that the Mayor of Canton on the 9th April, 1937, signed contracts with the Netherlands Harbour Works Company for dredging the new harbour and river between Whampoa and Bocca Tigris to a depth of twenty seven feet, the
work to be completed within fifteen months.
